Overview
Hickory Underground Water Conservation District
Covering parts of six counties in Texas with a team of just three, Hickory Underground Water Conservation District faced mounting pressures to maintain transparency and meet evolving compliance requirements. Their previous website—built on GoDaddy—was disorganized, difficult to update, and even fell victim to security breaches despite paid protections. "It was a jumbled mess,” said Office Manager Angelina Deans. “We were hacked a couple of times, and support was nonexistent.” With a growing list of compliance expectations, including agendas, minutes, and possibly even audio recordings in the future, the district needed a more reliable and efficient solution.
A Collaborative Transition to a Professional, District-Focused Platform
Streamline stepped in to transform the district’s chaotic web presence into a clear, user-friendly platform. “When you set it up, you took my jumbled mess, organized it, and built a usable website from it,” said Deans. “I loved how y’all worked hand in hand with me.” Streamline’s collaborative onboarding process ensured the site reflected the district’s needs while staying compliant with Texas laws. With built-in dashboards highlighting missing items—like board minutes or ADA compliance documents—staff are automatically alerted to gaps before they become issues.
Beyond compliance, Streamline’s responsive support became a critical asset. “Every time I’ve had a question, someone gets back to me within a few hours—despite the time difference. And they always ask if I want them to just do it for me,” said Deans. “But I’m hard-headed. I like learning how to do it myself!”
Time Saved, Transparency Increased, and Pride in a Professional Website
Since launching with Streamline, Hickory Underground WCD has enjoyed a marked improvement in professionalism and public transparency. “Our website actually looks like a professional site now,” said Deans. “Everything’s lined up on the front page—budgets, audits, minutes. It’s easier for the public to find information, and we’ve always wanted that.”
The district also realized major cost efficiency. “Even if we wanted to hire someone to manage the site and social media, you can’t pay someone what we pay for Streamline to do all of that,” Deans said. “With Streamline, it’s like having another employee for a fraction of the cost.”

We’ve always wanted to be transparent, but when you have a disorganized website, things are hidden. You took my jumbled mess, organized it, and built a usable website from it.
