Carbon Valley Parks & Recreation (CVPR) serves roughly 45,000 residents across three Colorado towns, offering parks, programs, and critical public services. Facing an outdated, costly website platform that hampered transparency, ADA compliance, and timely updates, CVPR needed a digital presence that reflected its community-first mission—without overloading its modest budget or staff.
